Do people who are stuck abroad qualify for CERB?

Canada has pretty much closed international travel and so has lot of other countries. So Canadian citizens stranded abroad, can’t come back to Canada. Not their fault.

Can they apply for CERB? Will CRA know they applied from say Europe or something.

Does CRA regularly check with CBSA for exit and entry records?

Does reside in Canada for CERB means physically present in Canada while applying for CERB or just a tax resident of CANADA before you left for a trip abroad and got stranded?
